| Volunteer,which can be defined to those who dedicates their knowledge,experience,time,energy and service to others but without pay return.Since ancient times,our Chinese nation is considered as a nation with chivalrous spirit and the traditional virtues.The spirit of volunteer and the value of service have been deeply rooted among the people.Service and solidarity has formed the core component of the spirit of volunteer.The spirit of volunteer is a lofty faith making the society more happy,an effective carrier which can create a harmonious social atmosphere,an invisible social harmony.And also,it's a social soft power,an embodiment of social responsibility.The volunteer service can make the society more harmonious,add the social security,create economic benefits and advocate spiritual civilization.During the process of volunteering,the volunteers' will and ability can be practiced and improved,and their spirit can be sublimated and their social value can be realized.Since the 1990s,our country carries out the youth volunteer service to improve the situation of the economy of middle and western regions lays behind the economy of eastern regions.In June 2003,the State Council held a national meeting,it decided to formally launch the western volunteer service program of college students(hereinafter referred to as Western Plan).In the process of implementation of Western Plan",the plan has been combined with the employment system of college students.This plan has effectively combined the characteristics of volunteer service,the function of easing employment pressure and the needs of the strategy of Western Plan.This plan effectively eases the employment conflict,pushes forward the college volunteers to play an important role in maintaining social harmony and stability,in promoting economic,social and cultural development.This plan has made indelible contribution to the development of western regions.The" national project" of Western Plan" is promoted by the central relevant departments.Then the " local project" implemented by the provincial and municipal departments has been developed.From 2004,the recruitment character of Hainan Province has been transformed into service.From 2006,the central volunteer program of college students in Hainan province has been implemented.From 2010,the program of college volunteer service in mid-west grass-roots area in Hainan Province has been implemented.The significance of central project and local project of "Western Plan" has been elevated to the strategic height of national development.I have make a lot of survey in the implementation of "Western Planl" in Hainan province.Form the survey,we can find out that the "Western Plan" has made a lot of achievement but it also has a lot of problems,such as the system construction of volunteer team management should be enhanced,the policy has not been refined and should be improved,the propaganda should be amplified for people and the society have not realized it so much,the role of volunteer service has not been effectively played,the problem of employment of volunteer those who end their service as an volunteer.This paper focus on these problems and try to find out the solutions.In this paper,the survey on the policy and practice of " western plan" is mainly based on two aspects of theoretical guiding ideology:first,public service ideas and standards;second,the direction of public policy.At the same time,the research level of this paper is determined on Hainan provincial projects.To make sure the basis and perspective of this paper more practical,more systematic and targeted,I have found a plenty of polices,documents and other data,and also I have mad questionnaires with more than 50 volunteers and made interviews with the project manager and staff in Chengmai county. |
