"Children Left Behind" in rural areas, as a by-product of transferring of surplus rural labors to cities in transitional Chinese society, is a core issue of "three rural problems". Currently, "Children Left Behind" in rural areas is not only major component of Chinese minors, but also future builders of the motherland. Healthy growth of these children is related directly to the future healthy development of China or social stability and harmony. In-depth living situation of "Children Left Behind" in rural areas in Hunan is investigated in this thesis. The main problems and causes are analyzed and practical countermeasures at this stage are developed. Adoption of considerate public administration measures from a point of view of social and public administration, will promote economic development, social stability, unity and harmony of Hunan Province at the present stage and in the long future significantly.Data of 16 villages and towns in 8 regions of North, Central, South, and West Hunan are sampled using hierarchical sampling approach. Hunan's "Children Left Behind" in rural issues is investigated and analyzed using literature analysis, questionnaires, psychological testing method, discussion method, and combination of case studies in the thesis. It is concluded that "Children Left Behind" in rural is resulted from various causes, including social systems, policy factors, educational factors, and social support system factors. Of which, education factor contributes most to the "Children Left Behind" in rural.Series countermeasures are proposed aiming at prominent problems of children left-behind in rural areas. The countermeasures include consummating relate laws and policies, promoting protection of children left-behind in rural, intensifying government functions, reinforcing function of school education, and strengthening family's education function, and etc.
