China Logistic Contingency Support Practice In Non-battle Military Operation And Countermeasures For The Problems

Along with the diversification trend of the nontraditional security threats to China, PLA takes on more and more non-battle military operations, such as operations for emergency and calamity, maintenance of social stability, participation in international peace-keeping, anti-terrorism and humanitarianism assistance, etc. Such operations not only greatly extend the fields of military practice of PLA, but also bring forward a series of new situations and problems for PLA logistic contingency support and the new challenges to the construction of the corresponding capability of PLA. We need carefully study on and probe into that problem and provide countermeasures for PLA to put across the mission of non-battle military operation.The dissertation discusses the concepts about logistics, logistics contingency, military logistics and non-battle military operation, and so on. At the same time, it introduces the basic situation of the military logistics development and the practices of logistic contingency support in non-battle military operation in China, It summarizes the support system of military logistic contingency in non-battle military operation in China., and analyzes the problems in it. The problems include the faultiness at the mechanism of organization, command and coordination in military logistics.For example, the mechanism is far from perfect. Military contingency logistics is weak in informationalization. The contingency material reserves are not scientific and reasonable. The equipments started relatively late. The corresponding military training are inadequate. The dissertation points out countermeasures to reinforce logistic contingency support in non-battle military operation. Firstly, we should improve capable and efficient mechanism of organization, command and coordination. Secondly, we should strengthen the construction of the infrastructure and facilities of military contingency logistics. Thirdly, we should keep reasonable and right contingency material reserve. Fourthly, we should reinforce the construction of military informationalization. Fifthly, we should innovate the methods to improve the support ability of military transportation. Sixthly, we must lay stress on the training of military contingency logistics close to the actual combat.
