Volunteerism is a sprit, which is voluntary, not for reward and income involved in the promotion of human development, promotes social progress. Volunteer organization created in our country is not long, but has seen rapid development, extensive access to social welfare, charitable, environmental protection, education, health, large-scale events and other fields.However, due to its late start, it was in the progressive development of a sound stage, encountering many problems in practice, particularly in volunteer management issues. Therefore, in order to achieve to promote the healthy development of China's volunteer service purposes, relevant theories are needed to apply to analyze such issues.The issue and purpose of the researchSince China's volunteer work began late and is still in the progressive development of a sound stage, in practical work, there are still some problems, the two issues are more prominent.The first one is system defects. Recruit, training, evaluation, incentives and other mechanisms are inadequate. The second one is Poor management and strong administrative intervention.Theoretically, therefore, to the volunteer organizations to carry out exploration and research, combined with practice in the management of volunteer organizations analyzed and summarized, to the current volunteer organizations to provide experience and learning is of great significance. The purpose of this paper is to combine public governance theory to analyze the current problems in China's volunteer organizations. The specific combination of Chengdu, which explores the management of volunteer organizations, aims at putting forward suggestions and improving the management of Chinese volunteer organizations.Main contents and perspectivesThis study consists of six chapters.Chapter one:Introduction. This chapter describes the background, research purpose, research methods and research contribution. China's volunteer service has been rapid development, but for the management of volunteer service, there is an urgent need to solve the problem, namely, system defects and administrative intervention. Of this paper is that in public governance theory, through the design of volunteer management system to resolve the current problems in management of China's volunteer organizations.Chapter two:Basic theory and literature review. In the beginning, recalling the background of governance theory, then, is a literature review of governance theory. The theory leads to the concept of public governance, and points out that its goal is "good governance" that is effective governance or good governance. It is the largest of public interest of a social management process. Its essential feature is that it is the government and the public co-management of public life. Public governance theory is the theory linking governance and volunteer management, guiding volunteer organization management. The final section of this chapter reviews the volunteer organization and its management.Chapter three:Analysis of problems of China's volunteer organizations management. This chapter first defines the concept of volunteers and volunteer organizations. Later, through the analysis of China's volunteer organizations, the paper points out the problems and their causes of volunteer organizations management. Chapter four:Case study, In this chapter, we take the case of volunteer organization management of Chengdu to analyze. The study finds that in Chengdu, volunteer organization management has the common problems that are mentioned above, but there are some breakthroughs which partly solve the problems.Chapter five:Volunteer management system design. Based on earlier discussion, combined with public governance theory, the paper from the recruitment and training systems, evaluation and incentive system, legal protection system, fund-raising system and the examination and evaluation the system point of view of the volunteer management of the institutional arrangements are discussed.Chapter six:Conclusion. Through the argument of former chapters, it is reasonable to conclude that Public Governance theory is viable to solve the current problems in China's volunteer organization management.The main contributionsThe contributions of this research are mainly embodied in the following aspects of the innovation.First, search for new research perspective. Former literatures have been more from the research on the management of human resources management and sociological point of view to discuss the problems in volunteer organization management. This research applies to public governance theory, advancing a multi-center management solution, which renew the linkage among government, non-governmental organizations and the public.Second, highlight the policy implications. In this paper, combining public governance theory with reality, the policy can serve for improvement and coordination of government, non-governmental organizations and the public.
