| With the social and historical conditions of economic and social transformation as the background,community volunteer service appeared at the historic moment.Into the twenty-first Century,the government implemented a series of measures to guide and promote the development of community volunteer service.In the trend of the transformation of governmental functions,community volunteer service has played an important role in the community public service.It has played a significant role in community autonomy management and community construction,which has been paid much attention by the whole society.Governments and societies have paid more and more attention to strengthening the research on the management of community volunteers,and they hoped that volunteer organizations play a greater role in assisting the government or community to deal with public affairs.Only by promoting the development ability and meeting the demand that the government and the market can’t meet,which will get the voluntary organization a broad mass basis and universal recognition so as to maintain the vitality forever.By exploring and improving the management mechanism,effectively regulating voluntary organization management,giving full play to the strength of volunteer service,which can promote the construction of harmonious communities.The Tenglong community has achieved certain effective results since the launch of volunteering activities in 2013.The voluntary team in the community has brought about a series of new problems,such as the low public confidence,low autonomy,low sustainable development ability and imperfect system and mechanism and the area of service society isn’t wide.This paper expounds the concept of volunteers and community volunteering service,research achievements in volunteer service and management at home and abroad in recent years,and was supported by the theory of incentive and the theory of third department synergistic governance,and carries out an empirical study on the management of volunteer organization in Tenglong community.This paper expounds the general situation of volunteer service,the framework and management system of community volunteer organization in Tenglong community.They conducted management status survey,including a questionnaire survey and interview to the volunteers and managers.Through the empirical investigation and comprehensive analysis of the status of community voluntary organization management,the problems and shortcomings of voluntary organization management work were combed,such as the strong color of administrative management,insufficient operating capital,the imbalance between supply and demand of talent resources in volunteer teams,unsystematic internal management,deviations in public awareness of volunteerism.The analysis were made from all different angles.Suggestions for further improving the management level of community voluntary organizations are put forward.The community voluntary organizations should be combined with local reality,strengthen the standardization of management,and gradually explore effective internal management.Form a high efficient and powerful leadership and management system,which can be used for reference in improving internal governance mechanism and assisting community governance. |
