The Analysis About Emergency Management Behavior Of The Local Government In Mass Events

Along with the deepening of the reform of China, the contradictions and conflicts of old and new normative system, social system and social values is increasingly obvious. This has led social tension to be superficial, social stability was reduced. Mass events which trigger by the conflicts of interest, the division of interests, and the reorganization of interests is the outstanding performance of this contradiction. At present, the size and frequency of China's mass events size and frequency are continuing to increase, involves more and more wide aspect and the conflicts is more and more intense, on the other hand, the level of organization in the mass event is more higher. Mass events have become one of outstanding issues which produce great impact on China's social stability and development. How to deal with the mass event when it happened is an important indicator of the local government's ability to govern. How to effectively prevent and properly handle mass events is an important issue and reality. It is care of China's socialist modernization construction and political civilization.I tried to provide some useful advice to local governments through the research, so local governments can improve and complete their behavior when the mass events happen. First, I define the research topics, then I refer to some literature review and select the appropriate research methods in accordance with research purposes. By inductive analysis, I summed up the status quo of emergency management practices of local governments when the mass events happened. On this basis, I summarized to explore the problems about emergency management behavior, then I tried to find out the deep-seated reasons through considering policy and law; thinking and understanding; the working methods of local government officials, methodological point, environment of disposing crisis and other dimensions. Finally, on this basis, combined with our local reality, I put forward some feasible and workable policy proposals about how the local governments to prevent and deal with mass events.Paper innovations:First, select a new perspective, that means we discuss the emergency management of local governments in the view of mass incidents, so it can make the analysis be more targeted. Second, base on summarized the mass events in recent years, I used comparative analysis to analyze the problem and causes of local government acts in the procedure of emergency management. it can make the paper be more convincing and have a more theoretical guidance to the practice.
