Research On The Emergency Management Ability Of Local Governments

With the deepening of reform,China has gradually entered a critical stage,various types of natural disasters,accidents,incidents and other public emergencies crisis emerging,increasingly normalized how to deal with,become more and more governments at all levels need to solve the first problem.As a grass-roots political power organization,the local government is an important part of the government system,which is responsible for the implementation of the policy of the higher authorities and the settlement of the affairs of the area and the maintenance of social order.It can be said that to enhance the local government's emergency management capabilities,improve the effectiveness of local government emergency management,to better protect the lives and property of the masses,and more effectively improve the credibility and authority of the government.Based on the local government emergency management capabilities as the topic,analysis of crisis management theory and based on the theory of governance,attempts to enhance the status and problems and related reasons in the aspects of emergency management ability through the analysis of Yuyao City,learning the foreign experience,to explore suitable for China's construction of the emergency management ability of local government the related countermeasures.Besides the introduction,the text is divided into four parts:The first part mainly explains the theory and basis of local government emergency management,and provides theoretical support for this paper.The second part focuses on the characteristics,current situation,problems and causes of emergency management in Yuyao.In this part,through the questionnaire survey,focused seminars,in-depth interviews and field research,social investigation and other methods of analysis and study,so as to reveal the current situation of the Yuyao city in the emergency management and the existing problems,and to analyze the problem.The third part,through the study and comparison of the typical cases of foreign local government emergency management,get inspiration and reference from it.This section selects two typical cases of the United States and Japan,on the local government's emergency management performance,get the relevant inspiration.The fourth part,by comparing study abroad the local government emergency management of two typical cases,get the enlightenment and reference.This part analyzes two typical cases in the United States and Japan.The fifth part,the paper puts forward how to improve corresponding countermeasures of emergency management capability of local government in our country.Yuyao,for example in view of the problems existing in the emergency management,and combined with foreign advanced experience,put forward four proposals for improving local government emergency management ability.
