In China, it has the disharmony issue between the central and local relationship which hasbecome an indisputable fact. Although the community of the theory and practice have manymodels and programs to solve the problem, such as the decentralized model, dependent on mode,vertical leadership program, the rule of law-based programs, vertical power rationalizationprograms, but it is not ideal. In the past, the independent studies of the central or localgovernments obtained, was more than a technical, fragment-based conclusion. Even though thestudies combining the central with local governments could be discussed, they also becameoverly dependent on the static system or authority to explore, from grasping the whole anddynamic interaction between the central and local governments in the process of evolution. Andthey could not understand the impacts of the structural factors of the development ofintergovernmental relationship, nor would it make the central and local governmentalcoordination improve to go in the Road in the whole concept of the orientation.A harmonious path between the central and local relationship must be reflected the essenceof the central and local relationship, to follow the development of the historical law of the centraland local relation .This study suggests that normalization of coordination mechanisms betweenthe central and local relationship is the harmonious road of the whole concept. It means variouscoordination mechanisms being established, a comprehensive, continuous improvement, and itshould be normal to play the coordinating role.Coordination is the most complex part and the most crucial part of the operation ofIntergovernmental Relationship. Intergovernmental Coordination mechanisms have four kinds ofclassification methods, namely, the type, means, methods and systems. On types, it has threekinds of ideal types, hierarchy / authority, market / price and community / trust. In differentorganizations, they have different combination of the three ratios; three mechanisms have theirown characteristics and constraints; with the organizational changes in the environment arising,one of them will be a dominant or profit management model of governance. PublicAdministration "publicness"is decided that the hierarchy / authority of the mechanism is more appropriate to adopt the administrative organization, but it should be a hybrid model. On meansof coordination, it is divided into administrative, financial, judicial and accountability fourmechanisms. In the governmental system, whether it is a unitary state or a federal state, financialmeans and legal means are the primary coordinating means between central and localgovernmental relationship. However, administrative coordination is slightly different due todifferent forms of state structure. In a unitary state, the coordination of administrative actions areone of the principal means; in a federal country, administrative measures are not one of primarymeans. On coordinated methods, it is divided into ad hoc type of coordination mechanism, thegeneral formal coordination mechanisms and informal coordination mechanisms. On acoordination system, a complete set of coordination mechanisms between central and localsystems should include the operating mechanism, accountability mechanisms, incentives,coordination mechanisms and dispute settlement mechanisms."Accountable mechanisms","incentives" and "coordination mechanism" can be described as affiliated with each other; theoperating mechanisms of Intergovernmental Coordination are the foundation; dispute settlementmechanisms are the bottom line screen of Intergovernmental Coordination.
