The Coordination Of Local Legislation

This paper mainly studies the issues of separated local law systems as a result of uncoordinated local legislation in the process of the regional economic integration.It describes the sources of uncoordinated local legislation on the basis of comparative analysis,empirical analysis,economics,administrative sciences and others.It will build the local legislative coordination mode specifically which is the most important part of local legislative harmonization to pave the way for the development of regional economic integration.In addition to the introduction and conclusion,the main content of this article is divided into five parts.In chapter one,we start with the legislative concept which is the most basic knowledge,and then rise to the concept of local legislation;finally explain what is the coordination of local legislation. The chapter two mainly analyzes the economic foundation and intrinsic motivation of local legislative harmonization. To find its inherent reason,we can proceed from the theory of types and characteristics of the local legislation conflicts,combined with the performance of the practice of local legislation conflicts and its adverse effects. And coordination of local legislation is an inevitable requirement for the development of the regional economic. The third section describes and summarizes the experiences of other countries who treat the law as the lead method of regional economic development.There are the harmonization of legislation on the development process in the backward regions.the metropolitan local law to build legislative coordination in the EU integration process. Furthermore,we can get inspiration from them.The fourth part is to summarize the categories of the local legislative coordination mode, comprehensive analysis of the exploration and practice of our local legislative coordination mode. The part V,from China’s actual conditions,selects the appropriate coordination mode of local legislation.we build a joint local government regulations to meet the needs of regional economic integration which is on the basis of the legislative concepts,principles,etc.
