As the development of science and technology and extensive applications of information technology in the military field, the continuous improvement of army modernization and great changes on the form of war and pattern of operations have made a widespread and profound influence on the traditional military logistics theories and systems. Petrol-Oil and Lubricants (POL) support is an important element in our army's military logistics system. Constituting a wartime field petrol depot delivery plan rationally and scientifically by adopting contemporary military logistics theory, operational research and other relative theories, has a great practical significance and military value on increasing our army's scientificalness of petrol delivery work under information-based conditions and efficiency in wartime.In the first part, this paper introduces the background, means, objectives, methods of this topic, and the investigations on the progress of researches in relative fields about the topic and reviews of research finding that have been accomplished in current literatures, then describes the concepts of vehicle routing problem (VRP). In second part, the paper describes the requirements for establishing and practicing our army's wartime field petrol depot and the related theories on petrol delivery systems, and explained our army's characteristics and requirements on wartime POL support by analyzing the situation of POL support which has been done. The paper analyses the influencing factors and optimization objectives on the wartime POL support and delivery plan. The paper also investigates the methods for determining the loss rate of POL, time window of POL support and optimum POL delivery routing in wartime. Moreover, the paper establishes a multi-routes choice model of POL delivery through a multi-objective attribute vector decision making analysis, which is based on the consideration of security, time-efficiency, economy and etc. In the third part, an optimum POL delivery model which consists of basic time window, multiple time windows, constraint on transport capacity and the rate of oil ullage has been built according to the reality of POL support existing in our army in battle field environment based on the analysis of goal programming, and accomplishes the algorithm design by adopting sequential linear goal programming. Finally, the paper applies the optimum wartime field petrol depot POL delivery model with designed algorithm that we gained in the real case, and proves the validity of the model by obtaining the optimum POL delivery plan.
