Effectiveness Of Police Training Based On Transfer

At present, with the development of economic globalization and social transition, the police force has faced a severe social environment in keeping public order. And for the reason of lacking of human resource, personnel capability and knowledge renewal, the developing progress was seriously detained. Therefore, we must promote the capability of law executing and service, increase the devotion of police training, to ensure the effectiveness of training and the general promotion of the performance of the public security department.As always, policing organs at all levels have been putting much strength into police training. However,the pertinence and use of the trainings are not optimistic in practice. Performance of the police officers after training has not been improved much and the transplant of the training outcome is neither ideal nor paid much attention to. In order to find out the problems lying in police training, this article firstly takes a look at the classic theories regarding training efficiency and training transfer and makes it clear that training transfer effect is the key measure of training effectiveness. Secondly, from the angle of training transfer, this article takes police training work of Shanghai Public Security Bureau A Branch for an example and carries out a research in definition and verification. And we find that though police training has got some achievements, there are still many problems that stand in the road.Finally, based on training transfer theory, this article points out four roads for public security organs to promote police training efficiency and then reform police training system.The innovation of this article lies in borrowing the theory of training transfer which based on two dimension (time dimension: before\ during\ after training time; task dimension: theory studying\skill training) to perform a comprehensive research on police training work, which has completed the shortcomings of fore theories. The disadvantage of this article is that all the samples are selected from Public Security Bureau A, and the limitation of the selection of samples has more or less influence on the application of the results. Meanwhile, because the time was short and the survey was a one-time operation, the article has not covered a long-term tracing research on influence from training transplant.
