The training validity is one of key questions of training. Effective training of civil servants means that the officials’ knowledge and skill could be promoted well through training, and satisfies the public’s quality requirement to the service of government. Its ability quality has the immediate influence to the administration level of administrative organ. Looked from the practice, the training validity is low at present in our country’s official training. Currently there is more research of officials’ training, but the research to the basic unit officials’ training validity is few. Therefore, this paper study on the effectiveness of training of the basic unit officials’ of Beijing, through the analysis of Beijing the basic unit officials’ training situation, found that the basic unit officials’ training in Beijing, and puts forward some countermeasures, aiming to provide some feasible countermeasures for the basic unit officials’ training work in Beijing.First of all, this paper provides a comprehensive analysis of the effectiveness of training of relevant literature and theory, Secondly, through the relevant data analysis training of grass-roots civil servants in Beijing City, using the CIPP model is effective and the Kolmogorov model on the training of grass-roots civil servants in Beijing city was evaluated, found out the problems, finally, based on the above research and analysis, suggestions to improve the training effectiveness in Beijing city from the entire process of training of grass-roots civil servants angle, concrete measures are as follows: In the training process, the use of analysis, strengthening the training needs of the design of hierarchical classification training, strengthening the training needs analysis results; in the implementation process, content focus on ability training, increase the application of participatory training methods, increase the sustainability of the government officials within the teachers use, strengthening the training of grass-roots civil servants in the evaluation and application stage; the establishment of evaluation results, and use a combination of the system construction of training effect, transformation mechanism.This article studies the promotion of Beijing basic unit officials’ training validity, is for the purpose to enhancing the validity which the basic unit officials’ trains to provide certain instruction, and exploring and adding the theory of officials’ training validity and the grass-root civil servant training positively.
