| Today, with the rapid economic development, Chinese people pay more and more attention to the rights and interests of citizens and the fairness of society. Independent of the government, of the market system, NGO, is gradually growing in strength as a social force which can not be ignored in social and public sercices and plays a vital role in various fields. Among them,the most attention-deserverd part is small-scaled grass-roots NGO.At present, Chinese grass-roots NGO developed with governments'deepening reform simultaneously and stepped into a new stage. However, in principle,it is still in the survival and initial stage with imperfect outer environment. In the massive factors restricting the development of grass-roots NGO,the credibility-building is the bottle-neck. Under the precondition of fully awareness of the effect and important meaning of building credibility in its development, the author made use of sociology, theories on non-government organization and other related theories. From the level of social recognition, public supervision, system regulation and development strategy, to research on the status quo and path to maintain and improve the grass-roots NGO.In addition,the author analyzed problems and their reasons and contrasted with the experience of foreign contries in the respect of maintaining and improving credibility. On the ground of theoretical foundation mentioned above and foreign experience, the author is trying to propose the"Double-track mode", that is to say, building and improving credibility with joint effort from both outer and inner path. More over, the author claims the grass-roots NGO shall focus on 4 points: defining strategy and target, adhering to the principle of transparency and publicity, introducing enterprise mode and continuously building diversified competence. Meanwhile, grass-roots NGO shall make use of social advantages from various fields to build its credibility and push forward the development of civil society.
