Research On The Status Quo And Improvement Of The Law Enforcement Credibility Of The Grass-roots Public Security Organs

In our country,the grass-roots public security organs are in the most basic position in the public security organs system,and are closely related to the general life of the public.Since the founding of the People's Republic of China,the relations between the police and the people have been extremely harmonious and harmonious for a long time,and the relations between the police and the people are called fish-water relations.However,with the reform and opening up and social changes,the relationship between the police and the people has undergone great changes,gradually becoming alienated from the opposition from trust and dependence,especially in recent years,the power of the police is weakened,the difficulties of police law enforcement are highlighted,the relationship between the police and the people is becoming increasingly tense,and attacks on the police have occurred from time to time.The 18 th National Congress of the Party and the "Framework opinions on comprehensively deepening some important issues of public security reform" issued by the Ministry of Public Security in 2015 all put forward requirements for strengthening and enhancing the construction of the credibility of law enforcement.In the Framework Opinions on Comprehensively Deepening the Reform of Public Security,we focus on building public security under the rule of law by standardizing civilized law enforcement,emphasizing that the masses should feel social fairness and justice in law enforcement activities and handling cases,and improving the level and credibility of public security organs in law enforcement.Therefore,it is urgent to do a good job of public security work to study the current situation of law enforcement credibility of grass-roots public security organs.Promoting the construction of the credibility of the law enforcement of grass-roots public security organs is not only helpful to improve the law enforcement level of grass-roots public security organs and the ability and quality of law enforcement personnel,but also directly related to the unity and stability of the whole society.This paper combs the present situation and problems of the law enforcement credibility of the grass-roots public security organs,draws the conclusion that the law enforcement credibility of the grass-roots public security organs is insufficient at present,and analyzes the reasons for the lack of the law enforcement credibility of the grass-roots public security organs in combination with the actual cases.At present,the current situation of the law enforcement credibility of the grass-roots public security organs in our country faces many challenges,and there are still shortcomings in many aspects,mainly in: first,the weakening of the authority of the police,the difficulty of law enforcement,and the frequent occurrence of conflicts between the police and the people.The frequent occurrence of "high-speed rail" reflects not only the quality of this group,but also the weakening of police authority.Second,the influence of traditional thought and the law enforcement efficiency is not high,the trust degree of grass-roots public security organs is reduced.The low detection rate of law enforcement by public security organs has caused many peopleto distrust the ability of law enforcement by grass-roots public security organs,which has affected the relations between the police and the people,and also affected the credibility of law enforcement by grass-roots public security organs.Third,the network insults the police speech many,easy causes the bad public opinion and so on aspect.The reasons for the lack of credibility of law enforcement in grass-roots public security organs are various,and the reasons for the decline credibility of law enforcement in grass-roots public security organs are analyzed from the aspects of social environment,the quality of law enforcement personnel and the supporting system of law enforcement.Second,the law enforcers own factors: the law enforcement concept has the deviation,the law enforcement efficiency is not high,the law enforcement nonstandard phenomenon still exists.Third,supporting system factors: law enforcement supervision exists dead corner,law enforcement guarantee mechanism is not perfect and so on.Such as the promotion of grass-roots public security organs law enforcement credibility,mainly through the following ways.One is to set up a people-oriented law enforcement concept: to change the traditional "official standard" thought,improve service awareness.The second is to strengthen the ability and quality construction of the main body of law enforcement: to improve the efficiency of law enforcement,to innovate the police mode,and to promote the construction of law enforcement standardization.Third,improve the transparency of law enforcement of grass-roots public security organs: increase the openness of police,open channels of communication between the police and the people,and promote public participation in public security governance.Fourth,improve the law enforcement supporting mechanism: improve the law enforcement supervision mechanism,improve the police security system.
