Build The Path Of The Deliberative Democracy At The Grass-roots Level In Rural Areas Of China

Accompanied by land acquisition compensation,project introduction of economic policy impact on rural development,rural political situation is increasingly complex.The villagers hope to reach a consensus in negotiation way,promote the democratization and scientific process of decision making,thus solving the problem of interests by diversified demand.However,the lack of rural democratic consultation system and development path of immature can not protect and promote rural deliberative democracy practice.Combined with the present academic achievements,this article from the analysis of connotation and meaning of deliberative democracy at the grass-roots level in rural areas,comprehensive summary of China's rural grassroots deliberative democracy theory basis and practical experience,know that negotiation is the premise of equality,the interests of the deliberative democracy should be equal main body under the condition of the consultative information transparency,adhere to the negotiated through public consultation before decision made decisions in the form of democracy.In this system are discussed on the basis of building the seven basic elements of deliberative democracy at the grass-roots level in rural China: the equality of the rural higher participation main body,the villagers' democratic consciousness,the villagers good participation,transparent consultation information and improve the system of democratic consultation,specification of democratic consultation procedure and perfect supervision and feedback mechanism.Around these seven elements,this paper puts forward the development path of deliberative democracy at the grass-roots level in rural areas:(1)to strengthen the construction of the rule of law and protect the villagers in the subject position and role of the rural grassroots democratic consultation.Expanded media propaganda,carry out special training,improve the villagers' democratic awareness and participation ability;(2)through a village group information transparency will be constructed,add information public bar and rural network information platform,to ensure the rural consultation information transparency;(3)to strengthen the construction of system of deliberative democracy at the grass-roots level in rural areas;Adhere to the consultation before the decision,make the development of the deliberative democracy at the grass-roots level in rural areas in the range of the system of the comprehensive protection,comply with the specifications of the decision-making process to reduce rural grassroots leaders organizedthe difficulty of the deliberative democracy;(4)combined with practical experience,abundant deliberative democracy at the grass-roots level in rural areas in the form of supervision and feedback.Article deepens people's understanding of deliberative democracy at the grass-roots level in rural areas and to clarify the development practice of deliberative democracy at the grass-roots level in rural areas in China's context and the rural basic elements of the construction of the deliberative democracy in China,and puts forward the reasonable development path,the study of deliberative democracy at the grass-roots level in rural areas have progressive significance.
