The thesis analyzed the basic circumstance of the law popularization as communication. The law popularization is a government-led legal practice, has been go on more than 20 years, and it is the government communication chanels also. At present the law popularization already formed government communication organization systerm, the subject supplies to be sufficient, the society demands unceasingly, and the communication forems are bountiful. But in the government communication process, it has any questions that the continuity, interation, pertinency, scientificalness are not good. It's political way, communication forms, execution systerm are also led to government communication compound factor. At the same time, the communication's active quantity, duration, socope, goal, and in communication situation's personnel quality, form choice, tipic for discussion choice, or systerm doesn't cary out well, all affect the whole effect of the law popularization government communication. According to above, it should construct the systerm of the law popularization through the legislative, and form the communication tendcy from bottom to top through the strengthened subjet launch, exporation more communication forms through rearanging resource, minitors the effects of the law popularization through building up achievement effect systerm.
