A Study On The Function Of And The Assessment Mechanism For The Primary Party Organization Construction

The world today is at a time of great developments, magnificent changes and necessary adjustments. China is as well confronted with a period of crucial strategic opportunities for further development. Since the implementation of the reform policy and China's opening to the outside world 30 years ago, tremendous achievements have been attained in the aspects of Party building; the development in higher education has also taken a historic leap and the construction of high-level universities has been promoted in full gear. With the changes both at home and abroad as well as the development of both Party building and universities, China's higher education, especially the construction of high-level universities, are now facing great challenges and opportunities; and so is the construction of primary organizations of the Party in colleges and universities. In order to meet the higher requirements, it is of great importance to set up a scientific and systematic assessment mechanism that can help fulfill the evaluation of the construction of the primary organizations of the Party in colleges and universities. The assessment mechanism is expected to be one of the most effective ways to bring the primary organizations of the Party in colleges and universities into full play.This paper will begin at the study of present situation and practice of the construction of the primary Party organizations in colleges and universities and concludes their effects on the construction of high level universities; then the paper will summarize and analyze the existing problems for the current mode of the evaluation of the construction; and at last, the paper will put forward a scientific assessment mechanism for the evaluation work in terms of four aspects, that is, basic principles, evaluation methods, evaluation contents and evaluation implementation.The main principles for the assessment mechanism put forward in the paper indicate those of Orientation, Comprehensive Coverage, Emphasis, Feasibility and consistency. The evaluation assessment mechanism will apply qualitative and quantitative evaluation methods, routine inspection and final evaluation devices, self-assessment of the primary organizations and re-evaluation of the higher organizations, evaluation by party members and that by the masses. Besides, a detailed index system and evaluation criteria will be formulated to help carry out the conduction of and implementation effectively in every aspect of evaluation work .
