The Building Of Ecological Government On The Condition Of "Two-orentied" Society Construction

With the understanding of resource and environmental problems enhance continuely, the Fifth Plenary Session of the 16th Central Committee proposed the policy of building resource-saving and environment-friendly society. The Changsha-Zhuzhou-Xiangtan city group has been approved by National State Council as the comprehensive reform experimental zone of construction of "two-orentied" society, the official has taken the pace of the construction of "two-orentied" society. The construction of "two-orentied" society not only will conform to the world trend of sustainable development, will be exploreing and demonstrating a useful reform of the development of institutional mechanisms in new stage, but also will provide a strong driving force of scientific development in Hunan Province. As the theoretical basis of ecological theory, theory of externalities, sustainable development theory, and public service theory, the Ecological Government, is committed to the pursuiting of harmony of man and nature, protect and restore the natural ecological balance is as its fundamental objectives and basic functions. The construction of Ecological Government is the support of contemporary coordinate of the guiding development idea of socialism, is the urgent requriment of dealing with the growing ecological crisis, is the demand of promoting the innovation of the government reform and constrcting Service-oriented government, and also is the basal indemnity of rapid economic development. Whether inspecting the basic connotation or the the practice of Ecological Government, the constructing of "two-orentied" society can not do without the Ecological Government, furthermore, the constructing of Ecological Government will be the important aspect and core conditions in constructing of "two-orentied" society.Since the reform and opening up to the world, China's government has made remarkable achievements and accumulated rich experience in exploring the environmental issues. But currently, the momentum of increasingly tough environmental issues still not been fundamentally reversed. Because of the current situation of notion, institution and economy, the consturcting of the Ecological Government which based on the "two-orentied" society will be confronted with the problems of non-ecological values of government officials, insufficient effect of environmental law, and the government cannot cooperate fully with environmental NGO, which make three major difficulties of notion, law, and governance.To solve the problems of resource and environment, to build "two-orentied" society, we should make viable plans for building Ecological Government. In this paper, using the thoery of ecology, economics, administration and analysis methods of systems analysis, document analysis and other methods, learning the experience of developed-country of Ecological Government building,with the principles of comprehensive, sustained, effective and public participation, exploring the path of building Ecological Government on implementating the considering system of green achievements in local government, definning the eco-resibonsibility and establishing a clear top-down ecological accountability system, building of extensive and effective monitoring mechanism, improving the ecological compensation mechanism which An ecological tax system as its main method, providing effective policy and technology support to Eco-economic development, implementating of eco-ethics to guide our citizens to raise awareness of ecological protection, establishing of co-operation in governance between the government and NGO.
