Research On The Administrative Reform Of The City Management In The Administrative Level

The 17th Party Congress Report has surely made it an administrative reform goal toreduce. Eleventh Five-Year Plan claims to reduce executive level in the reform of administrative system.And recently, the central Communist Party repeatedly emphasizes and encourages to take some provinces as the pilot leading the reform of reduce administrative level.In the reform of the administrative system, the authority focus on the breakthrough in the transformation from administrative functions to administrative structure.In recent years, there rises a new system of direct provincial governing over county. This has reformed the hierarchical structure of four-tier system in local administrative system, in particular, it has made a significant change in city-level administrative divisions. After this system, it has reduced the original city-level administration between province and county is cut off. The control span of the city reduced greatly. And the municipal administrative divisions of the management model will also change from the regional-oriented government to urban-oriented government. The administration authority of the city is limited to some of municipal districts in the subordinate, thus the city's management and grass-roots government functions are highlighted,The new administrative system of urban management requires reform of the municipal district level of government inevitably.When one municipal-level administrative divisions has been cut out off the county administrative privileges,it will often have managed several municipal districts,in which a small branch, the scope of the management structure of the establishment of a small city and district levels, it is inconsistent with the demand of flat scientific management in modern governments, causing the bad situation of bloated administrative system, institutional rigidity, inefficiency and so on.Removing the city administrative level can strong out the central position of the municipal government in the administration system,strengthen the uniformity and concentration of local governance, enhance administrative efficiency,so that local government and other management levels are given impetus to better perform management functions and service functions.Referring to domestic and foreign scholars' study and comparing the structure and the basic pattern of the domestic and foreign local government,in particular, a few representative areas such as the United States, Japan, Hong Kong,and including the Pilot Reform of Shenzhen model, the author this paper analyses the main problems in the hierarchical structure of our government and city administrative systems and tries to be inspired.In the disscuss of the practical and theorial reforms, the author firstly focuses on the roles and problems of the district government to analyze the need and the general ideas of the reforms,.then on the feasibility of municipal district level of govemment.And lastly the author proposed ideas and specific measures to establish the model of the three-level government management.To abolish the administration under the city govenment,and to adjust it to a sending agency of city govenment,seting up a new urban administration system of three-level government management,it not only to fit the goal of reducing administrative level, but also to help raise efficiency of city's operation and management.Besides, it is compatible with the level of socioeconomic and urbanization development.This is an important measure of building a service-oriented government, and it is also important components of our new administrative system.
