| The portal of government is in core position of e-administration. It is not only an important window through which the government could provide public service to the community, but also an important platform where the users and Government could carry out interactive exchange. The trend of development of e-administration is to reinforce the portal of government, advance the public service level of government portal, increase the transparency of policy-making and the level of public participation, besides, it has already become an effective measure to build service-oriented government in our country on the present stage. At home and abroad, few schorlars have had some research results in building service-oriented government portals, but the construction of the portals of Prefecture-level city governments is almost blank.Therefore, this study, started from the viewpoint of building service-oriented government, is to do new research in the construction of the portals of Prefecture-level city governments which are close to the community, on the basis of the summary of the mature theory of building service-oriented government and the new theory of public administration.Find out the problems of the construction of the portals of Prefecture-level city governments through in-depth theoretical analysis and find the way to solve the problem and get the construction mode in order to sum up experience and clear thoughts,thereby, guide the healthy development of the construction of the portals of prefecture-level city governments. It has important practical and far-reaching historical significance to improve prefecture-level city government administrative ability, to deepen reform of the administrative system and to structure harmonious society of socialism At the same time, this study also has conducive significance for other levels of our government portal constructionl hope that it could promote the system reform and efficient, pragmatic e-administration of relevant government departments.
