Studies Of Development Mode Of Charitable Organizations Under Governmental Control In China

In 2004,charitable cause was written into plenary documents in the Fourth Plenum of the 16th the first time, premier Wen Jiabao in his government report propose "support the development of the cause of charity" of three times in the 10th meeting of NPC session in 2006, Which make the charitable cause be a golden period of development.Chinese charitable organizations began to start in the 1990s,chinese charitable organizations are from the government and under the control of the government to develop,that form a development model of governmental control. The development model has a very good role in causing the development of charitable organizations in the original system, However, the construction of "small government, big society" under the historical conditions and charitable organizations seeking higher levels of development requirements, this model has restricted the development of charitable organizations. Therefore, this paper has researched into the mode of development of charitable organization under governmental control, seeking a new development mode of Charitable organizations, namely to establish of a new development model of the Governmental support of charitable organizations. It is a positive meaning of the transformation of government functions, promoting market-oriented process, and promoting charitable organizations the development path towards independence and autonomy.The relevant literature of the charitable organization studied and explored, basing on the research of related scholars, this paper has identified the content of charitable organizations and the mode of development of charitable organization under governmental control, then on the basis of the theory of government failure, the theory of third distribution, the paper has study deeply the mode of development of charitable organization under governmental control, the analysis from the three main aspects,firstly,the paper has analyzed the concept, features, functions of charitable organizations, as well as the content, features of the mode of development of charitable organization under governmental control; secondly, analyzed the situation and the problem of the mode of development of charitable organization under government, and the research of Shenyang charitable organization;thirdly, discussed the change of development model of the governmental control of charitable organizations. Through further research, this paper think that the establishment suitable development model of charitable organization, dealing with the government playing a role in the development of charitable organization, which has important significance of the transformation of government function, the healthy development of charitable organizations, building a harmonious society...
