Community police service is derived from the fourth police service revolution in western countries in 60s and 70s of the 20th century. Community police service is an important component of modern police service reform in each country and is the major trend of international police service reform, whose core idea is that police faces to public on the basis of community and strengthens cooperation between police and public by closing relationship between police and public so as to jointly find and solve issues of community public security. Community police service is a kind of idea and a kind of police philosophy instead of a kind of method or a kind of police service method. No matter from conceptual layer or from operational layer, home scholars' opinions are differed from each other and there is no uniform view yet. In accordance with China's practical situation, construction of community police service is urgent and needs to carry out systematical engineering urgently. In order to construct successful community police service, scientific conclusion shall be educed from strict theoretical discussion; in practice of police service, it shall be implemented earnestly and fulfilled practically.
