Research On The Construction Of Urban Community Policing In Jining City

Community policing strategy has a history of more than 40 years.Practice has proved that this strategy can effectively prevent crime,enhance the understanding and interaction of the police and the people,and promote the construction of social security prevention and control system.At present,there are some problems in community policing in our country,such as the lack of new construction concept,insufficient security,and weak foundation,which restrict the development of community policing.The report of the nineteenth National Congress of the Communist Party of China put forward the idea of building a social governance pattern of co-construction,co-governance and sharing.This not only describes a grand blueprint for China’s social governance model,but also provides a fundamental basis for the development of public security undertakings in the new era.It is an important way for public security organs to participate in social governance by Community policing work.In 2019,the Central Political and Legal Work Conference put forward that we should adhere to the "Maple Bridge Experience" in the new era,accelerate the innovation of urban social governance,and promote the overall level of grass-roots social governance with the modernization of urban social governance.In the transformation of social urbanization,how to comply with the requirements of the times,give full play to the social governance functions of public security organs,and promote the benign interaction between government regulation,social adjustment and residents’ autonomy has become an urgent task for the public security organs.The city is located in Southwest Shandong Province,not only adhering to the concept of traditional police development in the mainland,but also absorbing the innovative policing thought of the eastern coastal cities,and its inclusive community policing construction mode has certain reflection and reference value for the three or four tier cities nationwide.This study takes the urban community policing in Jining City as the research object,and uses literature research,case analysis,field visits,questionnaire surveys and other methods to explore the current situation and existing problems of the urban community policing construction in the city,and applies the theory of problem oriented policing theory,situational crime prevention theory and social governance theory from the three levels of the police,public security organs and society.This paper analyzes the problems and causes of urban community policing construction.By drawing lessons from the experience of the advanced urban development in the United States,Canada and China,and combining with the characteristics of the city development and the operation mechanism of the public security organs,this paper puts forward some specific suggestions to the urban community policing construction of the city from the aspects of the strategic planning,operation mechanism,skill training and performance evaluation of the community policing,to a certain extent.The deficiency of the current community policing strategy has been supplemented,the potential of community policing strategy has been excavated,the connotation of community policing strategy has been enriched,the enthusiasm of the main body to participate in community governance has been mobilized,and a new pattern of community policing has been formed,which is shared by the police and the public.It provides a reference for the construction of community policing in the city and other three or four line cities.The starting point and end point of community policing strategy is to provide a safer and better living environment for the people.Therefore,only by taking the community as the position,taking the multi-forces of the community as the main body of governance,taking the most widely concerned issues as the orientation,keeping up with the trend of the times,and constantly improving the efficiency and means of social governance,can its purpose of serving the people be truly realized.
