Along with the deepen of China's open-door policy and the development of the socialistic market economy, the mission of skeleton cop appears to more important, its construction requires a much more higher level, the whole community is expecting a more efficient and artistic performance from cop. In order to suit this new conjuncture, new mission, to advance the diathesis and work effectiveness of the whole group, it's needed to apply the Key Performance theory into the evaluation of the patrol department, to build scientific analysis and evaluation system. However, how to scale the performance of patrol department has always been a hot and difficult issue.Key Performance Indicators (KPI) is a kind of strategy-oriented and advanced enterprise performance management method. Pass to resolve in multiple layers deal turn, the system of KPI can organize the strategy conversion combines to practice measurement sign that become generous character, it have the strategy leading to, resolve connection, guarantee the key, focuses the direction and divide the amount of segment, turn the outstanding characteristics etc, KPI is proven to be effective to transform and embody the business strategy into measurable indicators, with the characteristics of strategy-oriented, aspects related, keystones focused, and phases measured, its application is beneficial to the work results that exactitude taking the gauge of patrol cop, it is also contribute greatly to enhance the staffs comprehension and carrying out corporation's strategy target.Based on the evaluation results of skeleton cop department that conducted by Shenyang Public Security Cop Detachment, this thesis begins with analyzing problems in existing traditional of KPI performance appraising methods, and introduces the definition of KPI. Analyzing the mission of the skeleton cop department strategy target, opening the exhibition questionnaire investigates of the key performance indicators of Shenyang Public Security Cop Detachment Patrol Lochus and describe covariance analyzes, expatiating the system of KPI in skeleton cop department management of putting applying into practice and process and step, establishes the ratings KPI from up to bottom, build the skeleton cop department's KPI evaluation system.
