With the deepening of China's economic system reform,the current economic growth mode is changing from an economic system that relies on increasing the consumption of material resources to an economical and efficient economic growth mode that relies on the improvement of labor force quality and management innovation.Performance management as an important tool of enterprise management in the new era of economic development has been widely concerned and attention.Tax authority is the main collection of national financial revenue,its importance is irreplaceable.Scientific performance management mechanism is an effective way to improve the administrative ability of tax authorities.Since the implementation of performance management by the state administration of taxation in 2013,the performance management system has experienced 7 versions of improvement through continuous efforts of tax personnel,and accumulated rich experience in performance management objectives,methods,processes,results and applications.DP county tax bureau as a gleam of tax collection and administration organs at the grass-roots level,the main work revolves around enterprise,closely linked with the enterprise,business is more,so in order to keep harmony in our business and enterprise,the performance management system of the taxation authority in many degree based on the experience of the enterprise,especially the performance appraisal cycle and enterprise performance appraisal cycle to a great extent,to keep the consistency.This article takes DP County Tax Bureau as the research object,through analyzing the background,significance,research scheme and research path of performance management system optimization research,and explains therelevant theoretical basis used in this article,including the concept,purpose,content and method of performance management.This paper briefly introduces the basic situation and organizational structure of DP County Tax Bureau.At the same time,it explains the current performance management system of DP County Tax Bureau,including management indicators,management subjects,assessment process,assessment feedback and assessment application.By using research methods such as literature,data collection,theoretical analysis and empirical analysis,it studies and analyzes the current performance management of DP County Tax Bureau,finds out the existing problems,and analyzes the reasons for the existing problems.On this basis,it designs key performance indicators by using balanced scorecard,and puts forward corresponding countermeasures and suggestions to improve the performance management of DP County Tax Bureau.
