Selected graduates system is an important cadre system in China, which has brought a large number of leadership talents for our administration organs at all levels since 1965.This system enriched our basic level talents and optimized diathesis and age structure of cadres. In recent years, since the Party Central Committee paid more and more emphasis on selected graduates, departments related at all levels expanded recruitment of selected graduates. Graduates in colleges and universities are increasingly active in enrolling in selected graduates, more and more people become selected graduates, which has thus become a additional path of student employment for colleges and universities graduates. How to cultivate the special group of civil servants and how to build selected graduates team become concern issues of related units and selected graduates.When he met the first session of selected graduates trainee in 2002, member of Political Bureau of the CPC Central Committee and Secretariat of the CPC Central Committee, president of Central Party School Zeng Qinghong stressed that "selecting and transferring outstanding college graduates to the grassroots level for training and tempering is our Party's strategic action, which is planned and targeted on training and selection of young cadres to promote the party's cadres 'four modernizations' construction. To accomplish the work of selecting and transferring selected graduate, in addition to doing a good job on recruitment, we have to do more on cultivation, especially cultivation of local selected graduates because it is at the initial stage of selected graduates cultivation, which will directly affect later growth of selected graduates.Development of Selected graduates has been carried out more than 40 years, during which there has formed certain management and development system of selected graduates from the central authorities to Party committees and political organs at all other levels; both training institutions and the content and develop forms of training have been optimized. However, there are still some urgent problems on cultivation of selected graduates. In recent years, although there are some study about selected graduates cultivation, most of them remain theoretical or on macro level, intensive studies especially with regard to local selected graduates cultivation are few.For the above reasons, this article targets on selected graduates cultivation. Main content of this article can be summarized as follows:point out problems of local selected graduates; analyse causes of these problems; put forward proposal in accordance with relevant national policy documents and combined with their own characteristics and needs; make recommendations on how to improve the current training mechanism of local selected graduates to achieve good combination between administration organs and selected graduates themselves and how to create a regularized, systematic and scientific environment for their better growth.There are four chapters in this paper, the specific structure and main contents are as follows:The first chapter "Introduction", mainly expatiates on the background and significance of this topic. It sums up previous studies and introduces analyse methods of this article as well as its characteristics. This paper aimed at studying problems existing in local selected graduates cultivation; identifying present study priorities and future study direction based on summarizing of current literature; as well as introduces train of thought in wording and analytical method used in literature and survey. Feature of this paper is that it lies in characteristics of selected graduates themselves and solves practical problems in selected graduates cultivation combined with relevant policy.The second chapter focuses on relevant theory on local selected graduates. Through introducing theory of social groups, needs hierarchy and psychological contract-related presentations, this chapter details in how to make use of individual characteristics of selected graduates when combined with local administration organs for healthy growth.The third chapter focuses on the history of local selected graduates and analyse problems and causes in this system. History changes of local selected graduates are closely related to government policy, which has direct impact on local guidance and training approaches. Main problems on selected graduates include lacking exercise, having difficulty in promotion, no systematic examination system in locality and pay no attention on selected graduates.Chapter Four is countermeasures and suggestions. First, strengthen awareness of selected graduates at all level. Secondly, accomplish related policy to give systematic guarantee. Then get to institution building for selected graduates. The last is to strengthen dynamic management of selected graduates.
