The work of excellent graduate selection is an important part of the cadre and personnel work in China,it is an important policy to train and select outstanding young cadres,strengthen the government leadership,and improve the team construction of reserve cadres of national party,it is a strategic measure to train and adapt the outstanding leaders for the realization of the socialist modernization.In recent years,along with the increasing attention on the young cadres and the work of the excellent graduate selection given by the organization departments at all levels,more and more college graduates have joined in the work of excellent graduate selection,and the number is increasing.How to manage the selected students scientifically and promote the growth of selected students healthily is the issue for the cadre and personnel work.50 years has passed since the start of the work of excellent graduate selection in 1965.The selection,training,management,and promotion of the work of the excellent graduate selection is becoming perfect,the system is becoming completed gradually,brings up a large number of talented people for the national party and government departments at all levels,especially lays a solid foundation for the basic-level group of cadres,and strengthens the vitality of the basic-level group of cadres.There are many problems in the development of the work of excellent graduate selection,some policies are lagging,which affect the further progress of the work.This demands the research,exploration,and scientific and reasonable advice.In recent years,many government departments have carried out research on the various stages of the selection process,but the deep research and discussions are relatively few,and there is no complete and comprehensive theory on the work of the excellent graduate selection.For the realization of the scientific,standardized and institutionalized work of the excellent graduate selection,this thesis tries to break through the limitation of previous work,considers the situations in Weihai for example,uses the theory of human resource management,civil service system to find the problems and insufficiency in the work of excellent graduate selection,analyzes the causes of the drawbacks,studies these problems,and proposes suggestion on the improvement ofthis work.In the introduction,the background and significance of this thesis are briefly explained,the ideas and methods are expounded,and the problems are listed.In the second part,the related concepts are given and the theories are introduced.Next,the original data is collected through questionnaire and individual interview.Based on the results of the questionnaire,we analyze the processes of the work of the excellent graduate selection: the enrollment,cultivation,management,and promotion;find the existing problems and possible causes,and put forward suggestions to solve the problems and improve the quality of the work of the excellent graduate selection.
