The work of selected graduates is an important cadre and personal system in China. Selecting excellent fresh university graduates to work at the grassroots level is of strategic significance, is a basic task of training and selection of outstanding young cadres, strengthening the building of leadership team and its mothball cadre team; It is a strategic measure to start from the source to cultivate a large number of outstanding leaders who adapted the need of the social reform and opening up, and the socialist modernization construction and the harmonious society construction. With the introduction of the Civil Service Law in recent years, the civil service system is maturing, but the problems in the work of selected graduate are increasingly exposed. Because of the high growing attention paid by the CPC Central Committee and local levels, more and more people become selected graduates, and how to improve the selected students systems and policies, strengthen the cultivation and management of this special team, is increasingly becoming an important issue of China’s personal system relating to cadre.After nearly half a century development, especially the last30years, the selected graduates work has been more and more mature in the selection, training, management and using, and has supplied a large number of outstanding young cadres to the party and government organs. But there are still many problems and shortcomings in all aspects of the selected graduates work, especially after the introduction of the Civil Service Law, the system update of the selected graduates work has lagged far behind, which directly influenced the further development of the selected graduates work. It is necessary to make a deeper study in order to find reasonable measures to solve the problems. This paper tries to break through the limitations of the previous study, and draw lessons from the concepts and technologies of the civil service system, human resources management, psychology and other disciplines, to achieve the combination of macroscopic and microcosmic, concept and technology, theory and practice. And then the paper focuses on exploring the problems of the selected graduates work, analyzing of its causes, then putting forward the corresponding improvement suggestion according to the actual of the selected graduates system, in order to achieve the institutionalization and standardization of the selected graduates. This paper takes Shandong Province as an example, its key problems mainly are flaws of the system design, deficiencies of system implementation process, as well as weakness of selected graduates group. The reasons can be attributed to the conceptual level and system-building level. So, the proposals for improving the selected graduates work lie in the conceptual level and system-building level. In summary, in the concept level, the measures include the conceptual changes of the organization departments, grassroots, and employers, and the correct fixed position of the selected graduates; in the system construction level, it ask multiaspect and multilevel adjusts of the recruitment, cultivation, using and management of the selected graduates group.
