On October 18,2017,General Secretary Xi Jinping first proposed that socialism with Chinese characteristics has entered a new era in the report of the 19th National Congress of the Communist Party of China.In the context of the new era,facing the complex international environment and the important task of the two centenary goals,the party and the country have put forward higher requirements on the ability and quality of cadres.Cadres are the backbone of the cause of the party and the country.The key to the prosperity of the cause of the party and the country is to cultivate a team of cadres with iron beliefs,iron faiths,iron disciplines and iron duties which not only puts forward clear requirements for the work of selected graduates in the new era,but also points out its development direction.Selected graduates are the abbreviation of graduates with excellent academic and academic qualifications selected from higher education institutions by organization departments at all levels.Selected graduates work in the grass-roots government agencies and serve as focused training backup candidates for party and government leaders and high-quality staff of party and government organs at or above the county level.Through combing and analyzing the top-level design of selected graduates by the Party Central Committee and the State Council for more than half a century,it can be found that this work is moving forward in the process of "change and unchangeability".What is unchangeable is that the country has always attached great importance to the selected graduates,The change lies in the gradual adjustment and revision of the whole process of "selection,using,training and retention" of the selected graduates work.With China entering a new era,most provinces,autonomous regions,and municipalities across the country gradually face the key universities to recruit selected graduates directionally,most of the provinces that started the directional recruitment work earlier also expanded from the earliest targeted recruitment of Tsinghua University and Peking University to the current recruitment of dozens of double first-class universities,which is the biggest feature of the selected graduates work in recent years.In 2017,Shandong province began to officially carry out the work of directional selected graduates for some key universities,and in 2018,the work of "selection of college-graduate village officials"was adjusted to the work of conventional selected graduates.Since then,the work of selected graduates in Shandong Province has formed the development path of "two selections in parallel" of directional and conventional selected graduates.So far,this adjustment has achieved remarkable results,but there are also some problems.Therefore,taking"two selections in parallel" in Shandong province as an example in the new era,this paper carries out a comprehensive study on the selected graduates work and puts forward some suggestions for further improvement.Therefore,through carrying out questionnaire surveys and individual interviews and combining with the work documents and research results of the selected graduates work,this paper unearths some problems existing in the“two elections in parallel”of the selected graduates work in Shandong province.At the design level of selected graduates system,it is reflected in frequent policy adjustments and difficult to match the supply and demand sides.At the development level of selected graduates work,it is reflected in the imperfect training mechanism,the homogenization of the management model and the promotion reaches the ceiling.At the level of selected graduates,it is difficult for selected graduates to truly integrate into the grass-roots level and lack practical ability.At the level of students,it is reflected in the lack of comprehensive knowledge of the grass-roots level and the lack of knowledge of the selected graduates work.The causes are reflected in the shortsighted effect of the system design and the deficiencies in the recruitment system at the design level of selected graduates system.At the development level of selected graduates work,it is reflected in the lack of a reasonable positioning for selected graduates,the tendency of famous schools in the process of resource allocation,the complex grassroots political ecology and the unbalanced management of conventional and directional selected graduates.At the level of selected graduates,it is manifested as too high self-positioning and the heavy pressure of work and life at the grass-roots level.At the level of colleges and universities,it is reflected in the narrow practice entrance of party and government organs and the insufficient publicity of the policy of selected graduates.Based on the existing issues and causes of the selected graduates work,this paper puts forward four levels of countermeasures and suggestions,such as optimizing the supply of selected graduates system,improving the efficiency of selected graduates work,enhancing the drive of selected graduates and holding the source of colleges and universities.Through the analysis and exploration of the selected graduates work,this paper aims to contribute to the development of the selected graduates work,as well as to provide reference for the college students who are willing to apply for the examination.
