Public Crisis In The Governance Of Local Government And Ngo Cooperation

Under the background of the complicated international situation and the deepening domestic reform, the frequent public crises become the baptism for all levels governments and social organizations. In order to response to the challenge effectively and rapidly, we should set up a multi-main-body network pattern, in which local governments play the key roles and the non-governmental organizations participate in.This thesis includes four parts. In the first part, the definitions of conceptions, such as public crises, public crises management, local governments and NGOs(Non-Governmental Organizations), are given based on the analyses of the background, significance and literature review of the research topic domestic and abroad; the second part uses the governance theory, market and government de-functioning theory, etc. to provide the theory basis for serving the research of cooperative governance between governments and NGOs; the third part takes the freezing rain and snow disaster in S city Hunan province Of 2008 for example, then sets forth the progresses and existing problems of the cooperative governance between local governments and NGOs in public crises; in the last part, basing on China's reality, the author gives some suggestions to construct the network between local governments and the society in order to improve the capability of public crises governance.
