Crisis management as an important manage skill of a government administrative management, it also the most important functions of government capacity. When a crisis comes, the first one who meets the test is the local government. So the construction of crisis management should be an important point of the local government capacity. The management and control of sudden public events, handling of public crisis timely and effective become a major challenge the local government is facing now.
