Tried To Analyses The Financial Security Of Prefectural And Rural Authorities

The prefectural and rural authorities part of our national power, which takes the position of delivering messages from above or below in the state structure, is a bridge to connect people and the state and plays an important role in organization and coordination. The structure of the prefectural and rural authorities has a close relationship with the stability of state power and financial vitality, with the consolidation and expansion of the fruits of rural tax reforms, as well as with the realization of a harmonious society.This thesis, applying the theories of the division between finance and political power, carries out a systematic analysis of the current situation, the existent problems and causes of the outlay ensurence of our provincial prefectural and rural authorities, and puts forward some concrete countermeasures to solve those problems from aspects of systematic reform, economic development and institutional innovation. The thesis is divided into four chapters:first is the introduction. The introduction is the base for the analysis, elaborating the background, purpose, fundamental theories and methods, literature review and theoretical innovations of this analysis. Second is the current status quo and the existent problems of the outlay ensurence of the prefectural and rural authorities of Henan province. This chapter analyzes the collecting and spending of the finance of our provincial prefectural and rural authorities, outlay ensurence and the policies and measures carried out by the central government and the province to strengthen the outlay ensurence of the prefectural and rural authorities to find the problems. The third chapter is the causal analysis of the difficulties in the outlay ensurence of the basic units. This chapter by using the financial and political power division theories from aspects of system, institution and economy analyzes the causes of the difficulties in the outlay ensurence of our provincial prefectural and rural authorities. The fourth chapter puts forward some thoughts and suggestions of strengthening the work of outlay ensurence of the prefectural and rural. This chapter comes up with some concrete countermeasures from the systematic, economic and institutional innovation to ease the predicament of the outlay ensurence of our provincial basic prefectural and rural authorities.This thesis is characteristic of the following points. First, the thesis by applying the financial and political power division theories, referring to the current situation and features of the outlay ensurence of our provincial basic units, systematically analyzes the status quo and the deep-seated causes of the predicament of the outlay ensurence of our provincial basic units from aspects of system, economy and institution. Second, the thesis brings forward some concrete countermeasures to solve the difficulties of the outlay ensurence of our provincial prefectural and rural from different aspects of systematic reform, economic development and institutional innovation. Among these, the systematic reform of the county and village finance is the safeguard; the economic development between counties is momentum; the relevant policies or institutional innovation is the breakthrough.
