Government Performance Assessment Study

Government performance measurement is the achievement, success and effect in the process of public management and public service providing. Government performance measurement is to evaluate and grade the performance reflected by inputs, outputs, intermediate outcomes and end outcomes in the process of the government's management, The measurement is according to the judgments of the efficiency of government management, the capability of government, public accountability and the satisfaction of the public. As an important content of government engineering, government performance measurement has a great development in the countries, such as the United States and England. In our countries, it is just on the beginning. It is meaningful to using the experiences of west countries, enhance its theory studying, build a measurement system with distinct Chinese characteristics, and boost the standardization, systematization, institutionalization and scientific process.There are four parts in this paper. In the first part, it introduces the connotation of government performance measurement, the government performance measurement experiences of foreign countries, and the development of government performance in our countries. In the second part, it first introduces the significance of government performance measurement. Then it analyses the problem in the process of measurement, such as the lacking of institution, the difficulty to measure government's products, the rejecting of government ect. In the third part, the author tries to build a theory system of government performance measurement on the basis of the studying of other researchers. This system includes the aims, subjects, objects, standards, ways, indicators and procedure of government performance measurement. It is also the foundation of boosting government performance measurement effectively in our country. In the fourth part, the content is the countermeasure of improving our country's government performance measurement. These measures include accelerating it into institution, building an e-government, perfecting the information system of information collecting, saving and processing, building and perfecting its mechanism and introducing the public to participate in it.
