China is a traditional agricultural country. Understanding the rural society is the way to understand China. Chinese society was transformed from traditional to modern times in late Qing Dynasty and Public of China. During these years, all kinds of thoughts surged, and various political forces emerged. Not only for the city but also the rural community had a far-reaching impact. During this period the rural community maintained "autonomy" status. Clan members lived together and abided by the local laws, and the patriarch commanded the whole clan. The whole clan lived peaceful. On the other hand, state power began to sink into the rural community. The central government established several districts and neighbourhood administrative system in order to control the rural community. Furthermore, state law encroached civil law. In this paper, research approach is law in literature. According to "White Deer Plain", clarify the characteristics and contents of rural governance in late Qing Dynasty and Public of China.Compared with late Qing Dynasty and Public of China, contemporary China is in the periods of transformation, the issue of "Agriculture, rural areas and farmers" is still the bottleneck. Agricultural productivity is low, farmer's living standards are not high and some kinds of contradictions are complex. CPC Central Committee and State Council attached great importance to "three rural" issue. Rural governance is the way to achieve the community's long-term stability. Based on these aspects, this article will concern the rural community. The times and governors have changed, however, the contemporary rural society is similar to the rural society in the Late Qing and Republic of China. The research of these 109 years (1840-1949) in the rural governance will contribute to build new socialist countryside from both positive and negative reference.The research of rural governance in this paper includes four aspects:the first one is to clarify the theory and practice of rural governance in ancient China. The second one is the content and structure of rural governance in late Qing Dynasty and Public of China, and this chapter is also the important one which includes two parts during the whole paper. One part is to expound the forming and content of the "autonomy" in late Qing Dynasty and Republic of China. The other one is to explain the historical background and performance of penetrating. The third one is to give critical analysis of the "autonomy" and governance. The last one is to explore something in order to build the new countryside.
