An Analysis On The Town Government To The Exercise Of Administrative Emergency Powers In Public Crisis

Crisis management is the important content of government administration, the public crisis event frequently happens in recent years, which emerge its inadaptability of traditional public administration of all levels of government. To largely reduce the potential harm of critical incidents and contain crisis situation, to go all out protection of the safety of civilians and maintain social stability, are also emphasized in the thesis. It mainly analyses the application effect and authority differences of administrative emergency power in china and western developed countries, through comparative analysis of the administrative structure and emergency management. It learns the perfect legal system of emergency organization and leadership, the rapid processing operations, clear responsibility and authority of the advanced management experience. The third part discussed the necessity and feasibility of the exercise of administrative emergent power. The four part discussed in how to maintain the"the efficiency and initiative of administrative power and keep the proper balance between them". It puts forward the measures to grasp the key points and balance of the basic level, the township government to the exercise of administrative emergent power jurisdiction and duty.China is a typical multi-level system state, with plentiful land resources and population, complex geography, and different types of economic and social development; it really wants to strengthen public crisis management ability, by establishing a well-defined power of public crisis management system.
