Rural Political Elite And The Supply Of Public Service

With the development of economy and the transformation of Chinese society, the conflict of poor public service and the shortage of basic public goods with the comprehensively rapid growth of public demands has become one of the main contradictions in Chinese society. The conflict become increasingly significant day by day. According to this view, to find the solutions to this problem is the most urgent affairs. However, it is very difficult to find the solution due to the lack and the unbalanced supply of public service in rural area. During the period to construct the new rural communities, the responsibility of the government has been reinforced in rural public service supply and also the program named "one countryside, one undergraduate student" has been carried out these years. Consequently, how to perform the influence of Grass-roots supply mainstay including many rural political elites has become the main practical problem. Meanwhile, the combined investigation of rural political elites and rural public service supply is really helpful to enrich the research contents of elite-theory and public-goods-supply-theory.The main objective of this study is to improve the efficiency of the rural public service supply from the rural political elite's point of view. Base on the elite-theory, public-goods-supply-theory and management-theory, both the qualitative research and the quantitative research were employed to analyze the functional and effective factors of the rural political elites in public service. Furthermore, base on the investigation of the real influences provided by the rural political elites in public service, the outstanding problems at present and their probable causes were discussed and the certain suggestions and solutions are proposed.In conclusion, the rural political elites have played important roles and offered regular services in most parts of rural public services, which promoted that the rural public services could operate in order; rural political elites are different from government or normal public service of marketing, they have their own distinctiveness; at this stage, the rural political elites still did not provide the sufficient impact on the rural public service, some defects such as no accurate goal, insufficient supporting activities, limited service capability and so on. Generally, the suggestions for how to enhance the effects of rural political elites on public service are also presented as follows:hope the government offer more training and support on the pubic service ability of the rural political elites; establish and intensify the incentive mechanism for the excellent rural political elites; strengthen the construction of democracy at the grass-roots level system, improve the self-governance of the villager; provide more financial support and develop the safeguard mechanism.
