| Based on the domestic research status of rural public education service,this paper takes Jungar banner as an example.Under the guidance of Marx’s all-round development theory,public service theory and human capital theory,this paper defines the core concepts of public service,basic public education service and rural education.After years of efforts,the development of rural public education service in Jungar banner has made remarkable achievements,improved the school running conditions of rural public education service,further strengthened the construction of rural teachers,and further improved the rural financial aid policy.However,there are still some problems in the supply of rural public education service in Jungar banner,such as unbalanced supply,the ability of teachers needing to be improved,the concept needing to be updated,and the supervision not in place.The reason is that at this stage,the supply and distribution system of rural public education service is not perfect,the supplement of teachers can not keep up with the process of urban and rural economic development,the supply and management mechanism of rural public education service is not perfect,and the relevant legal system of supervision needs to be integrated.Through analysis,I believe that to promote the development of rural public education services,we should do a good job in the following aspects:we should establish a basic public education service supply mechanism with balanced resource allocation,a resource allocation mechanism with equal urban and rural areas and an inter school balanced resource allocation mechanism;we should build a high-level rural public education service teacher team,improve teachers’ working and living environment,improve teachers’ ability improvement training system,strengthen rural teachers’ career management,and improve teachers’ evaluation and incentive mechanism;we should renew the concept of rural education management,local governments should pay more attention to rural public education service,cultivate new management concepts of teaching managers;we should establish a sound basic public education service supply mechanism with a regulatory evaluation system,strengthen the regulatory responsibilities of local governments,establish a democratic supervision mechanism with the participation of the third sector,and establish a public supervision mechanism with the participation of the general public. |
