Since the reform and opening up, with the in-depth development of market economy, the university's the discipline-violation illegal activities have shown new features such as sharp increase in quantity, diversity in species, complication in the contents, more severity of consequence and so on. But because China's traditional management regulations has its historical limitations, which can not fully meet the new situation of the increase illegal activities in the transition period, so it must be adjusted and reconstructed in all aspects. Therefore, dispose the teachers who have discipline-violation illegal activities, on the one hand, it is necessary to take into account the special nature and actual characteristics of the teachers. On the other hand, we must fully understand the "importance" of teachers in the new period and its practical needs to relief, achieve the effective convergence and begin complementarily between sanctions and penalties, and eventually improve the system of punishment for university teacher as the final indemnification. The study put the above contents as the idea; take the achievement of teachers'rights and interests' protection, and effective resolution of discipline-violation illegal activities as the starting point and foothold. In the context of managing university according to law and reforming in higher education, focuses on empirical research, on the basis of analyzing the current situation and basic theory of teachers sanctions, through the case research about dispose teacher in university, combine with China's reality, focus on exploring the proposal can improve the system of punishment.First of all, through the definition of the system of punishment for university teacher, and the analysis of features and functions about the system of punishment, and analysis of basic theories of strengthen theory, system theory, and managing university according to law theory, propose the necessity to improve the system of punishment for university teacher.Secondly, through the method of empirical research, study the current teacher punishment system status taking three Province in the middle of China as example, mainly analyses the aspects from the formulate, implement, relief of system, at the same time, also focused on studying the rural existing punishment forms and the various factors which affecting the system of punishment for university teacher, and analyses the problems and reasons of the teacher punishment system.Then, take two texts of universities which is advantage in the system of punishment as examples. Analyzing their features and summary the differences and common between each other. Finally condense out the experience and enlightenment about the system for university teacher.Finally, on the basement of empirical research, add to compration and texts study, conduce the enlightenment. Then take the suggestion in how to design, implements and relief regulations, to improve the system of punishment for university teacher.
