Nowadays, the competition intensified and trade the trends of competitionare getting fierce between countries and trades, the fundamental reasons which arethe science and technology, talents. To develop education is the first thing to do, IfChinese nation want to won this competition, especially higher education. NowUniversities is output base of advanced talents and productive, responsible fortraining the excellent talents promote the productivity and then to serve the society,as the "base" direct producers of university teachers, the qualification, researchand development ability are directly affect the talent and productivity of theoutput of high level. Therefore, in the new situation, China’s institutions of highereducation will continue to emphasize the strategy of “people-oriented, talentstrong school", To speed up high quality teachers’ team construction, improve theteachers’ evaluation system, A healthy development as the goal to form a accurate,convenient, reasonable and effective teacher performance evaluation system. InChina, the current teacher performance evaluation system has many problems,which reflect the lack of richness, the most for quantitative evaluation, it is not hasoverall ability and the level of appropriate analysis for teacher’s. This study isbased on the related literature of teacher evaluation and evaluation method aboutboth overseas and domestic, to analyze at present colleges and universitiesteachers’ performance evaluation of the situation and problems in our country. Usemethod of qualitative and quantitative, an example of performance evaluation inShenyang Conservatory of Music. To tentatively raise the problem this should bebased on the development strategy to carry on the performance evaluation indexformulation. And, in this paper, the Shenyang music college teachers’ performanceevaluation system of the scientific quantitative, to ensure that studies morescientific. The article includes four parts. The first part is introduction, mainly onsummarized the research background, purpose and the significance, and illustratesthe innovation of this paper; introduce the core concepts of the definition and thepractical significance. The second part is the analysis the present situation ofuniversity teachers’ evaluation system. To resume the development course of thisevaluation system in colleges and universities, to makes an empirical analysis of,the performance evaluation system of teachers, in Shenyang Conservatory ofMusic. Summarized the implementation of current teachers performanceevaluation system status; Effects in Shenyang Conservatory of Music anddiscusses reflection of evaluation system. The third part is demonstration of thecurrent university teachers’ performance evaluation system problems and analysisof the cause from three aspects which are the university teachers’ performanceevaluation system, the evaluation index and evaluation method of in our country.The fourth part is to optimize the route analysis of that system also raise thecorresponding solutions.
