Research On Performance Evaluation Of Asset Management In Our Country's College

The university is an important place which conducts the scientific research and the personnel training. The property of university as the foundation resources for carrying on the personnel training, whose quality of management achievements are advantageous to inspection the using condition of university property. Along with the reforms and deepens of education system, the quantity of university and student is increased greatly. The scarcity of university educational resources becomes the generally question for various universities. The finiteness of educational resources request university must carry on the reasonable disposition. Our country's higher education develops from the outstanding education to popular education gradually, requests us to pay more attention on university's asset management level. The multiplex developments of investment subjects, who need us make accurate inspection to the university asset management's achievements urgently, in order to provide investment decision for subject of investment's. A set of reasonable effective university asset management performance evaluation system urgently awaits to be constructed.This article studies the university for our country public university. The university asset management performance evaluation indicator system which take principal-agent theory, the modern property right theory, the new public administration theory and the input-output theory as the foundation theory. It should abide the following principles:the objectivity principle, the rational principle, the commeasurable principle, the feasibility principle and the systematic principle. The appraisal primary coverage is including three aspects:asset management's efficiency, the benefit and the effect. The indicator system is constructed from five stratification planes:the property efficiency, the scientific research achievement, the teacher teaching, the student raise and the industrial. After screening, we selected 19 evaluating indicators formed a comprehensive set of universities asset management achievements evaluating indicator system. The article application analytic hierarchy process determined the weight of the various targets firstly. Through the reference of budget target value, we can carry on the appraisal analysis to the T university asset management achievements. Then we have carried on the contrastive analysis with province other seven public universities in order to defined T university asset management level with other university's disparity. With the aim of profiting the effective way and the method from other university, improves and raises its asset management level diligently. Finally, we suggest using the relative plot analytic method in T university asset management performance evaluation as the supplement analysis.
