With the continuous deepening of higher education institution system's reform, further enhancing of school education' autonomy, gradual expansion of higher education and society's growing demand in higher education, college financial activities have also shown new features, such as the diversification of economic activities and diversification of fund-raising channels. At the same time, contradictions between investment and demand in education have become increasingly stood out; college financial activities highlight many problems. Healthy development of higher education plays an important role in the development of the national economy. The particularity of higher education determines government being the final bearer of university financial risk, and it also determines the significance and urgency to strengthen government monitoring on higher education institutions. Therefore, in order to make sure university financial safety and promote university's rapid development, it is very necessary to properly analyze the cause of university financial risk and its expression and search for its countermeasures.This article is mainly based on potential risks that China's governmental schools may face in their development, and analysis the status of university financial risk, plots out the overall idea for government's financial risk monitoring. It also evaluates and analyses the effectiveness of the financial risk monitoring, and finally give advices and make suggestions on the higher education financial risk's monitoring from government perspective. Besides, this paper search for basic cause of financial risk and validates the rationality of the analysis index system by some steps, such as empirical analysis, election of some certain university as research object, and quantitative calculation.
