Modern science and technology develop rapidly and influence education very much, bases on information network technology online education sweep over the educational circles. As the main carrier of online education web courses'construction is accelerated by universities and colleges which is encouraged and supported by series of relevant policies in the Ministry of Education, Ideological and political theory is no exception. In order to meet new challenges and scramble for advantages in the network, teachers need have stronger sense of collecting information and using information technology for the construction of high-quality network courses.Network course is the summation of course content and teaching activities performanced by network, including teaching objectives, course content organized by teaching strategies and network support environment. Network course is based on a multidisciplinary theory, the main and direct ones are theory of learning psychology , teaching theory, modern communication theory and theory of the four pillars. As a teaching resource, network course is open, interactive, partakable, creative and independent and so on. According to the study on theory course's construction of 19 colleges in Guangxi, I get the conclusion that the ideological and political theory courses at Colleges and Universities are unitary, in other words, the courses have similar design and no vivid feature. The lackage of teaching resources makes low quality, the emphasis on content course the neglect of applied effect, student-teacher interaction is not enough, follow-up development is neglected and slow update speed are all the problems exist in the colleges. The teachers'application of Network Learning Technology is not flexible and the colleges lack of course evaluation mechanism are main reasons of the above questions.In allusion to the mentioned problems exist in Guangxi colleges, the following countermeasures should be followed. First, colleges must strengthen ideological and political theory course teachers'internet literacy and improve teachers'sense of information and the usage of educational technology standards. Second, colleges need to ameliorate teaching conditions, including the hardware environment software environment and humanism environment. Thereinto hardware environment is the foundation, the software environment is the protection, humanism environment is the key, the three parts co-promote themselves and they are indispensable to each other. Third, colleges should enrich network resources and integrate the resources, make sure the latter construction is continuous. Fourth, colleges should pay more attention on the study of online course evaluation. Befor the establishment of theory courses online course evaluation system, colleges ought to assess the effect of the current application in order to perfect the network course.
