To implement the spirit of "National College of Physical Education Curriculum Teaching Instruction Program",all colleges and universities are developing active PE. Curriculum reform and construction, together with these activities, school curriculum resource development and utilization has been paying more and more attention, and Physical Education Curriculum Resources (PECR), as an integral part of the curriculum development and utilization of resources is particularly prominent. Based on the existing PE teachers in colleges and universities, facilities and other conditions, how to develop, use and evaluate the PECR is so important that it is directly related to the effectiveness of curriculum reform.In this paper,13 colleges and universities in Heilongjiang Province was selected randomly as investigation object, and the methods, such as literature, expert interviews, questionnaire survey, mathematical statistics, logic analysis, field trips law, were used to investigate the status of PE teachers and students, the development and utilizations of folk Physical Education curriculum resource, new project and winter sports.The paper analyzes the current shortcomings and the factors, then proposed ways to improve PECR, clear concept of PECR, gain a more systematic classification, put forward suggestions and countermeasures for PECR development and utilization in Heilongjiang Province.Survey results show that, there has rich content of PECR in Heilongjiang Province, including outdoor sports CR, folk sports CR, winter snow and ice sports CR, etc.Currently, there are more than 70% of the college sports curriculum resource development and utilization of results are not satisfactory, which mainly reflected in the following aspects, firstly, goal-oriented physical education curriculum is not clear, and the teaching ideas are traditional and old-fashioned; secondly, the awareness of using PECR of college teachers and students is not strong; thirdly, capital input shortages and inadequate physical facilities, and lack of experience and less access to information, work is not deep enough, the effectiveness of rather small;at last, colleges and universities to study opportunities for exchange between the small, North and South is not built, colleges and universities at home and abroad a platform for exchange of experience, the international modern large educational thinking not yet formed. The above factors have seriously hindered the pace of curriculum reform college sports.Aimed at development and utilization status of the high school PECR, and combined with the actual situation in colleges and universities in Heilongjiang Province, this paper presents the basic principles of PECR development and utilization, namely, health principle, object-oriented principles, the principle of broad participation, acceptability principle, the contents of the principles of diversity, the principle of economic efficiency, social development needs of the principle, the principle of resource sharing and security principles.The paper cleared ways and means of developing PECR, that is, the introduction of law, reform laws, Compiling method, integration method, and screening method.PECR development should focus on to students'interesting, and can meet the needs of educational goals, take full advantage of Heilongjiang Province, the content of regional movement resources to carry out the seasonal resource development, and actively develop outdoor sports project, folk traditional sports content, winter snow and ice sports content. At the same time, we should increase teacher training and exchange opportunities, raising awareness and capacity of teachers and students, and build a solid foundation for the development and use of the existing PECR for the college PE curriculum reform.
