At present, China's new round of basic education curriculum reform is being carried out in full swing. For education reform, more and more people realize that the concept of "curriculum resources" is important in physical education. However, the curriculum resources for majority teachers of sports is a new concept, the physical education curriculum development and utilization of resources is a new topic also. Therefore, through literature, the survey method, logic, empirical investigation, the data ,the curriculum resources defined as conducive to the implementation of programmes and generate the various factors and conditions by author, including all conditional resources, material resources that is conducive to the implementation of programmes about schools; The physical education curriculum resources defined as: the factors sources of sports and health courses and all necessary and direct the implementation of available conditions in the process of promoting all-round development of students and healthy growth; The physical education curriculum resource development and utilization is defined as: In particular the implementation of the national "sports and health curriculum standards" and local "sports and health courses implementation of the programme", PE teachers as the school principal, through own schools based on the nature, characteristics , conditions, the process about the development and introduction of physical education in a series of sports resources to meet the sports needs of students and promote the healthy development of students. And through the curriculum resources investigation about 71 high school in Jiangsu Province, 230 high school PE teachers, 600 students.The results showed that: 1, Sports curriculum human resources including sports teacher resources, student resources and other human resources. PE teachers have a higher awareness of the development of curriculum resources, but did not give full play to all participation in the force. That is, often develop students resources, few play role of the other human resources. PE teachers should integrate all human resources so that other human resources involved in physical education, sports programmes to achieve the optimization. 2, Sports curriculum content resources, including sports transformation, the introduction of projects, the use of information resources. PE teachers in physical education develope very rich content resources, help students learn more knowledge, contribute to the implementation of the new curriculum.3, Investigations revealed that PE teachers often play sports equipment used in a number of functions and transformate the venues.The effect was very good.But teachers few self-made sports equipment and use Physical Geography and resources around the venue.The capacity of PE teachers in this still needs to be strengthened. 4,Through the cards test that regional schools, Jiaoling, education, job title, new training courses for PE teachers courses resource development awareness have a marked impact; School location, education, Jiaoling, sex, new training courses have a marked impact in various degrees for PE teachers on the development of resources. In the development of curriculum resources in these areas, should attente the difference.4,Proposal one: To strengthen the training of teachers, improve PE teachers'ability of innovation and practical. Proposal two:PE teachers actively investigating curriculum resources development and utilization of the situation, sum up experience, adjusted for students effective resources.Proposal three: To establish the mechanism of curriculum resources development and utilization of policies, laws, regulations, financial security.
