Basic statistics company registration is a registration system according to the law which is for all various types of industry, various economic types and various organizational forms of enterprises, institutions, organizations and social organizations, grass-roots mass self-government organizations and individual business by the government. It is clearly stated in the Harbin Statistical Bill that: State organs, social organizations, enterprises, institutions, organizations and grass-roots mass self individual businesses should hold the approved documents or business license to go to the government registration department to register and take inspected. To further promote the statistical registration, Harbin Municipal Government Executive Meeting adopted the "Measures for the Registration Harbin Statistics" and promulgated it in 2002.Over the years, the way of Harbin basic statistical company register made a continuous improvement such as upon filing, streamlining procedures, upgrading technology, extension services, etc. Of all these improvements to some certain extent promoted the standardized management of the basic companies by the Census and Statistics Department.
