Teachers are the main part of teaching and they shoulder the responsibility of imparting knowledge and educating people. The quality of teachers decides the quality of teaching in a direct way while teachers’ qualification system directly the quality of teachers. In the preliminary stage of our country’s foundation, education was in urgent situation to be developed when the society is stable and the biggest problem was the lack of teachers. Policies that favored teaching were to meet the needs of qualified teachers as soon as possible since the number of schools and students had been rising quickly. At that time, influenced by the social environment, political caliber was the main even the only requirement to get the teacher qualification certificate. After entering the period of social transition, teachers’ qualification system had developed in the direction of standardization and normalization by the increasing numbers of teachers. Teachers’qualification system has been the fundamental system for the development of professional teachers. It has been the important guarantee of the teachers’ quality. But this system has not stipulated the validity of the teachers’ qualification certificate. As a result, teachers could educate students anytime for lifelong as long as they are not in the violation of teaching morality. Thus this system has been showing some disadvantages. In August 2013, the ministry of education released "interim measures for the periodical registration of the primary and secondary school teachers’qualification", which broke the security of teachers’jobs for the first time. The implementation of the system was to improve the quality of teachers while the system itself was not perfect. A teacher’s career usually lasts form 30 to 40 years but they have different teaching abilities, state of mind as well as different degree of enthusiasm for work. Teachers register every five years, which will limit the effect of promoting. The urban-rural dualism is obvious in our country and the education level from the east to the west differs. To implement the same registration system goes against the stability of teachers in underdeveloped regions.In addition, the education administrative department taking complete charge of teachers’qualification registration may cause inefficient teacher training, lenient supervision and other problems. Developed countries have attached great importance to group-work in the teachers’ qualification system updating. Teachers’ qualification certificate classification system has been introduced to the teachers’ qualification registration in developed countries, which can not only encourage the teachers to study, but also reduce the pressure of the customer department and teachers.
