We are the most populous developing country in the world. As one of the most typical characteristics of China's actual conditions, large population influences on China's economic and social development in many aspects. When it provides rich labor resources for the development, it also place great pressure on economic development, social progress, resource utilization and environmental protection, etc. Although we are a big country with abundant human resources, human capital is limited. Heavy social burden of population and rich human resources are transformed into huge human capital by controlling the size of the population and raising its quality. In that way, the capacities of manufacturing and overall strength of country are improving. Based on the background and significant of the title, this paper brings forward some new points of research ideas, methods and content. Actually, it also introduces the long course of development of the birth control policy and the current situation of the human capital accumulation of our country. In the 3rd chapter, the writer analyzes the influences of this policy on China's human capital accumulation according to the human capital theory. In the last part of this analysis, the writer suggests several effective ways to stimulate human capital accumulation from three directions—promote understanding and recognition, perfect rules and regulations, optimize approaches and method. There are two innovative points, one is study birth control policy by applying Modern Human Capital Theory, and the other is point out the negative impact of birth control policy on human capital accumulation of our country.
