"The immigrants for NCEE"do harm to the social members in the aspect of the basic right to education and restrict the harmony and development of our country. Education justice has become the focus of our society.Based on the basic attributes of the public goods.education.justice involved in"The immigrants for NCEE"hould follow the Principle of the Coexistence of"Universal Boons"and"Difference"and stick to paying equal attention to"ustice Base Line''and"Difference Compensation''according to the Principle of Rawls.Based on the Principle of Rawls,the paper aimsto card the theory and the reality of how to put an end to"the immigrants for NCEE''and realize the education justice from the perspective of realizing the education j ustice,and try to seek ways of realizing higher education justice in our country from manyaspects.The structure and basic content of the dissertation are as follows.Chapter One:A Summary of Education Justice As a sub—concept of justice,the essence of education justice is consistent with the Justice Theory through carding the concept:it is the internal justice in our society and is also distrubutive justice.Education iustice is the bottom line of social justice.Chapter Two:The Conflict between"The Immigrants for NCEE"and Education Justice"The immigrants for NCEE"is in conflict with the equal opportunity in education which is regarded as the core principle of education justice and they are not reconcilable.The author tries to analyze the conflict between"the immigrants for NCEE"an the equal opportunity in education which is regarded as the core principle of education justice by using the Principle of Rawls.Chapter Three:Establishing the Theoretical System of the Education Justice and Putting all End to"The Immigrants for NCEE"Establishing the reasonable theoretical system of the education justice based on problems makes sure that we can put an end to injustice problems initiated by"the immigrants for NCEE"and is of powerful persuasion and vitality.Based on the value orientation,the realistic standard and the basic principles ofthe educationjustice , establishing the reasonable theoretical system of the education justice is sound.Only this,we can make it possible to realize the education ustice and put an end to"the immigrants for NCEE"to make sure that every citizen has the equal opportunity in higher education.Chapter Four:P.utting an end to"the immigrants for NCEE''and improving the system guarantee mechanism of education justice must be based on"Justice Bottom Line''with reference to the Principle of"Difference Compensation'':Establishing the system guarantee mechanism of the resource allocation balance,the equal opportunity in higher education,the vulnerable groups'educational right compensation and the evaluation and supervision system of the educational policies can promote the education justice and put an end to"the immigrants for NCEE"SO that we can realize the goal of the education justice in the end.
