A Study On Government Function In University Student Entrepreneurship

University students'entrepreneurship is defined as self-development needs, utilizing the existing resources and their own capacity to identify and seize business opportunities to create a business or industry in the economic environment so as to achieve self-worth, economic value and social value. The success of university students' entrepreneurship won't happen if without the necessary supporting systems, which including the government's policy support, entrepreneurship education support, financial support and incubator support. China is a Government-led market economy country as the government is macro-controlling the business activities by using the money power, financial strength and policies when facing different stages of economic development and the tasks. Similarly, the entrepreneurial activities of university students, either directly or indirectly, are affected by the government policies and regulations during the business setup stage as well as the growth stage.In order to encourage and support university graduates to start their own businesses, our government has established and developed related supporting policies to promote the participation of universities, enterprises and society. However many problems are still existing, mainly including the lack of financial support, technical support, policy support, and opportunities for resource sharing. China has not yet set up the system and mechanism to promote technical innovation and venture capital operation, therefore China's entrepreneurs would face more difficulties and challenges if compared with their counterparts in the Europe and the United States. Since the whole society is in the transitional phase, the entrepreneurship related policies, regulations, services and environment are far from perfect now and are all need to be further established and improved.Under the new historical conditions, the government function for supporting university student entrepreneurial activities should focus on the following areas:To promote entrepreneurship, and create a atmosphere of respecting and encouraging students to start their own business in the whole society; To strengthen the institutional innovation, and improve the related education and guidance for the university students; To enhance the support and optimize government policy and legal environment; To build business platform and establish and perfect the, social supporting system. Meanwhile, in order to ensure that government function for supporting university students'entrepreneurial activities is efficient and effective, it is necessary for the government to establish the supervision and monitoring system to track university students'entrepreneurial activities and status.
