With the rapid and healthy development of China’s economy, university graduates who have received higher education have gradually become a new force in entrepreneurship. Especially in recent years, the expansion of university has caused it hard for university graduates hard to find jobs and entrepreneurship is expected as one of the job opportunities for prospective university graduates. University entrepreneurship is not only the lifeblood of economic development, but also an important way to alleviate the employment pressure and maintain social stability. Since the beginning of the 21 st century, in order to lead university entrepreneurship to be developed healthily, Chengdu Government has not only actively implemented the supporting policies on University entrepreneurship made by Chinese Central Government and Sichuan Province Government, but also has formulated 20 supporting policies according to the needs of economic development of Chengdu. The gradual implementation of these policies provides accessible resources for University graduates’ entrepreneurship in Chengdu, and also effectively promotes the development of Chengdu’s economy on the basis of promoting the employment of university graduates. However, practice suggests that there are some issues on the implementing process of these supporting policies in Chengdu, such as huge gaps for implementation of support policies in different districts, unbalanced development of different business incubators, no obvious effects of financial support policies on entrepreneurs, as well as inapplicable entrepreneurship education. Based on intensive investigations and studies on the implemented effects of financial and environmental optimization as well as education policies for university graduates’ entrepreneurship in Chengdu, it’s concluded that there do exist some problems in currently implemented policies. By learning from the advanced experiences and theory of developed countries and exemplary experiences in China, this paper provides some suggestions and countermeasures on how to improve the currently implemented entrepreneurial support policies.
